Studying Permit during Covid_19

Hey, I am from Jordan/Amman
I have a question that I am unable to find an answer to.
According to the current circumstances related to Covid_19, can I apply for Student Visa Permit online ? All my papers are ready and I have an admission from a Known College in Ontario and my semester begins in 9 September.
So can I apply as usual days Online, or if I applied during current situations my Visa will will get rejected ?
