Studying English IELTS followed by College

Hello everyone. Im committed to studying in Canada.

I'm 31 years old mature student who would like to study intensive English language course in Canada and give IELTS or similar then apply for college .

I'm from Asia and wondering about Canadian Study Permit. Should I apply as a short term tourist (less than6 months) study English then ask for permit after entering Canada or should I tell that I will be studying longer so that I can apply for study permit.

the main issue here is I don't know how long its going to take me to learn academic English and give decent IELTS score and apply for college.

Can I apply for study permit while on tourist Visa???

I have no problem producing bank statement stating I have sufficient funds, police certificate etc but stuck at College acceptance letter due to not having English proficiency Test results such as IELTS and TOEFL.

Ideally 6 months to 1 year of English language course + IELTS test then apply for a college.

An application for a study permit after a tourist is easily rejected because they might think that you intend to stay longer.
If you really want to study English and then go to college, apply for a study permit with prerequisite abroad and come to Canada.
But the study permit will be issued separately like language course(prerequisite) + main course.
You should pass the language course before application for a study permit of main course.
