When did you graduate? If 90 days past graduation then you need a new study permit. Most likely you will need one because it takes months to process and get response on PGWP. You will need to show funds, career/education progression, ties to home country etc.

You apply for a PGWP after the 8 month program, and you may get a 8 month or year PGWP. A year PGWP is really a waste if you cannot find a skilled job and get a year of Canadian experience.
If you graduated from the program then you have to declare it. But IRCC will know what you studied so no sense in hiding it. For the 8 month program, you need to show education and career progression in home country to justify costs. So you need to show that you will get xx job in xx field and make xx much more money by taking the program vs. not taking the program.
