Study visa stamping in other countries

Am I allowed to submit my passport in Dubai for visa stamping noting the application process was initiated India thru SDS and permit approved.
Do I need to submit the passport for visa stamping only from 'Country of Residence'. Can someone help with an answer

i do have the same question

and my agent told me that we can get the stamped visa from any country

Thanks Dear for the clarificarion. Any idea how many days will it take to receive the stamped passport from India or better to submit thru VFS dubai?
