Study visa rejected

Guys, i got my 2nd time refusal of study visa. Now i doubt on the visa system in UAE. Are they reading our LOE or just rejection without any reason is the common way for them. This time i put all my documents as an evidences to proof my connection with India, but they given the same old reasons for refusal. Over and above that they added one more reason of rejection that purpose of travel is not clear. What is this??
Now i have a general question, do anyone who is from India and working in UAE, got ever a study permit from UAE? Experts, Please advise.

Why are you confused? You are a foreign national on UAE soil that works there. That shows you have weak ties to your home country. It is no secret that a lot of people who live in UAE are trying to immigrate as they are unable to get permanent residence there. As advised by another member, you can either move back to India and show strong ties or strengthen other areas of your application: more funds, accepted into a Master's/PhD at a top tier university, high IELTS, etc.

I am confused because, it really illogical that if someone is working here in UAE, why he needs to move back to India (leave the job) just for a study permit? Is it really needed? Then they should stop taking applications from other nationalities from UAE to avoid any confusion and loss of money. Anyway to answer your other points, i want to let you know that i have been selected for a Master's course from one of the top university in Canada and shows them 1.5 times higher funds as they want for my studies. My IELTS band is also good enough. So these were the reason of my disappointment. Moving to India for the sake of study permit application even though which is not sure shot, is not a perfect idea. Expecting some other suggestions.

It is not just moving back to India... your background suggests that you are an economic migrant to UAE and your study permit application is likely an avenue for another move. I am just telling you the truth. Gulf applicants that are not PR or citizens are one of the highest rejected group of applicants. It is not impossible but it will be difficult

Order GCMS notes and look at the reasons for refusal. Without that, you'll remain confused.

I am not exactly sure what you mentioned in your application. As other said you are a temporary resident of UAE, you should have mentioned that by obtaining a Canadian degree, you will be able to get a good job in India itself and you will return to India after completing your studies in Canada.

And / Or

If you are getting any graduate assistantship from the Department, may be you can ask your research supervisor in Canada to write a letter to CIC stating that you are being provided funding etc. You can also request them (if applicable) to state that your work experience in UAE will be helpful to pursue your graduate studies in Canada.
