STudy visa refused, CAIPS notes says BF not Established

Can somebody pls explain this better.
A friend applied for a student visa from Ghana and got refused. She did online application. CAIPs Notes read:

Client is a 29 year old Ghanaian citizen wishing to study at Humber College Institute, Business Management. Single, No Children, siblings reside in Ghana. Already has a Credential from Wisconsin International University College in Ghana. Travel history to south Africa only. Working as portfolio advisor at BHS capital money lending. Studies to be paid by father who is a retired army personnel. BF not established. Application Refused


A brief background might help
She sent in :

80,000 CAD bank statement
She got humber business management PGD
She got a letter from work saying she will have her job after studies
Studies was being paid by her father who is a retired army personnel
Shes a portfolio advisor at a financial institution in Ghana
Completed uni. In 2012
She did upfront medicals
She added her pay slips
Bank account
Some treasury bill investment
Her fathers house docs

The individual already has the requisite knowledge from the Wisconsin institute (by the looks of it) and also the individual is not paying money by self although the individual is working.
Individual has travel history of only South Africa - moot point in personal opinion but still matters to VO added to the above.

Why wont he state "already has same knowledge or requisite but used "credential".
His father being the sponsor is a problem ? Or he being retired ? What if her salary is not enough , of which shes provided pay slips to prove and thats why the father is sponsoring. And how much shes willing to gain if she returns with the added credentials.
Like you said , the reasons they gave is really shallow, doesnt really add up.

Anyways shes going to reapply , can you suggest any info going forward . Thx

If you post the old SOP it will be easier to analyze. In short, father retired, hence no stable income. It will be stronger if applicant finances herself. Also reinforce the connection between past experience/academics and proposed program. that's very important to esrablish bona-fide case. Pay 1 semester tuition fees as well.

I side with canuck78. It was stated the applicant attached a doc stating "She got a letter from work saying she will have her job after studies". She is already doing what she aspire to do. So as far as the VO is concerned any upgrade in Canada can wait.

The college degree is actually an inferior degree and would often be taken before a university degree. If she had applied for an MBA that would make more sense.

Alright, i guess she needs a strong sop to explain why she needs that program or get another program.

A question thou , isnt a PGC higher than a degree cos you can only qualify for a PGC/D with a first degree coming from outside.
In that sense , isnt that a top up?
