Very Sorry to hear this, although your case was stronger and improved over the last time we discussed.
Every other Nitty Gritty seems to be in place,
IELTS Good
Backlogs upto seven should be okay
Grad score is good
Job experience is also decent
Grad Certificate prog is post grad so the degree is not an issue
Source of Income is good for parents
Loan? Whats the course fee? ideally you should have paid one year fee minimum. Which bank?
Traveling to Thailand? Well... Irrelevant here

Answers to your questions on a precise note:

Is rejection due to my course:- Yes, I think the course is a definite issue.(Can be more sure if you share your SOP and JD for your experience)
Applying 3rd time will make any difference:- Well, third time is as good as applying second time. Its just an indication that you were not able to convince the VO on your first attempt mistakes. The concern with third time is that VO will check your first two reasons of refusal and pay special attention to those. Get CAIPS. ONE THING WHICH will struck the VO's mind the third time is:- WHY CANADA even after two refusals? This is when CAIPS will be beneficial as hopefully your case should not be a Potential Migrate. If CAIPS says Potential Migrate or doubtful of intentions of staying in canada or will not leave Canada...then third time looks difficult.

Should I go to University next time:- University will give you masters and as I said GC is also Post graduate. One of My friend got Visa today after 14 yrs of gap. So, University or College will be of no difference.

OK what I see from the information provided you must are the following:
-Qualifications does not match the course in which you are applying suggest make sure you a completed study plan explaining how this course is relevant to you education.

-Your language test look ok but still is mention in the letter for the second attempt please understand IELTS results are only good for 2 years
- Your previous study may require a ECA Report with is the Canadian equivalency for the level of education double check if your country is listed as requiring one.
-The study plan should also explain what you plan to do with the education and the future goals with the education you get from Canada.

Did you apply online or paper. For some reason I have better luck with paper application as I usually have issues upload all the document because of size limits.

Double check the visa office document checklist compared to the in Canada checklist as this gives more details for what documents are require for your country.

I have applied 20 July 2016 for September session from Bangladesh and got refused for the first time 18th August.What shall I do now? apply again or writer to them/ any appeal.

Reason are:He/she is satisfied with the following matters

Travel History, Purpose of visit and my current university study in Bangladesh. They did not even sign and name on the refusal letter.

present study: BBA 4th trimester
ielts 5 overall score
no gap, no previous refusal or Travel histroy,
applied for Centennial College Toronto, for 3 yr B Admin Accounting, tuition fees paid partially. Condition was upon arrival english test.
Sponsor was brother, amount shown CAN 1,42,700 (approx)

With 6 years of experience in mobile development, you are not supposed to take the college course in Mobile Development again. The college course is for beginner while you are at expert level. You should choose another course.
