Got 3rd refusal....on April 12th .
Only one reason, normal copy-paste template:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

My agent is telling that, first of all my profile is a risky one and additionally my old PR application is the primary reason. Since they given only one refusal reason, there are less chances of success.
I had applied for PR in 2013 (Paper based application, before Express Entry starts) and returned because of a missing document

Following is my profile:
Age:
41
Family: Wife (Dance Teacher), own institution and 2 kids (Studying)
Edu. Qualification: BSc Computer Science, 2002, (3yrs Bachelor); 58%
Work Experience: 13yrs 4months; IT Support Engineer (Continuing)
IELTS: OA=7.0; L=8.5; S=7.0;R=6.0;W=6.0
Financials:
  • GIC Paid
  • 1yrs Tuition Fees
  • CA Report
  • Fixed Deposit Receipt
  • Bank statement (Both Wife and myself)
  • Payslip (currently working in Jordan)
  • Wife's ITR
Refusal History:

1st Refusal= PG Dip in Network Security; Red River College; Manitoba (Non-SDS Applied from my working country, Jordan)
Reason:
"I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection
216(1) of the IRPR, based on the purpose of your visit."
"I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection

216(1) of the IRPR, based on the limited employment prospects in your country of residence."

2nd Refusal= Graduate Certificate Project Management; Algoma Uni; Saulte Ste. Marie;ON (IT Elective) [SDS- Applied from India]
Reason:
"I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection
216(1) of the IRPR, based on the purpose of your visit."
"Your proposed studies are not reasonable in light of: your qualifications, previous studies, mark sheets, academic record, level of establishment and/or your future prospects and plans."

3rd Refusal= Graduate Certificate Project Management; Algoma Uni; Saulte Ste. Marie;ON (IT Elective) [SDS- Applied from India]
Reason:

Apply gcms note. Without getting gcms note this is not wise to apply again and again.

Subject: - Request for reconsideration of study permit application

Respected Sir/ Ma’am,

I Name , applied for the course name for May Intake 2020. I am writing this letter to request your kind reconsideration for my student permit application. My study permit application was refused for May 2020 intake and below mentioned was the refusal reason of my previous application:-

I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.

Purpose of Visit: My sole purpose of visiting Canada is to attend Conestoga College for this program. I wish to learn mobile apps development i.e IOS and Android specializing in Computer science as it will help me expand my knowledge & expertise in this field. I also wish to interact with the pioneers of this field at Campus, and learn from their experience.

Upon completion of my program in Canada, I wish to return to my family in India and pursue a job with an reputed IT company. India is an hub for software development organizations as well-known companies are situated in the country. This field holds immense potential for professionals with an advanced skill set in the sector of application. A post graduate diploma from Waterloo campus with more than four years of work experience in India, will help me pursue a challenging career at application development departments. Apart from this, I am the elder daughter of my parents and both are 55 plus age thus, I cannot leave them on their own.

To further underline my purpose of visiting Canada, I have attached the receipt of my first-year tuition fee payment from University of Waterloo along with a Guaranteed Investment Certificate (GIC) from CIBC International Student Banking Offer to cover my expenses for the first year.

Your proposed studies are not reasonable in light of: your qualifications, previous
studies, academic record, level of establishment, and/or your future prospects and plans.

Qualification & Academic record: I had completed my higher education in Commerce with computer science from CBSE board, holding 70.2%. Then, I started my career in the field of computer science with a Bachelor of Computer Application in 2009 and this was completed in 2012, with 73.75%. After my graduation, I enrolled myself in a Master of computer application from 2012-2015 and secured 78%. As far as qualification is concerned, I have completed my academics in the specialisation of computer science as I always wanted to be part of an IT company in India. After a certain period of time, I realised that my growth is becoming stagnant due to vast upgrading of software then I made the decision to learn application development.

Considering my academic records and interest, I had applied for Mobile Application Development in Conestogo, Waterloo campus. Moreover, according to the research of indian IT market, not only mobile apps are becoming popular then the website but also companies have started giving the preference along with handsome salary to those employees who have knowledge of IOS and Android apps. Hence, I applied for this course and will be able to get insights of apps.

Level of Establishment: My father is a businessman, running the business for the last 30 years. I belong to a well established family. They hold a prominent position in the market of Metal and Steel fabricators. Furthermore, he had supported me in my whole career by providing financial support so as to complete my education along with living expenses. I have already paid the tuition fees CAD$1275/- to Conestoga College and deposited CAD$10200/- in my GIC account. Further, I have shown the income tax return of my father and liquid assets held by him.

Future Prospects and plans: I have chosen this program with Co-op as this will help me to enhance my technical skills sets along with hands-on experience and working culture of Canada. Further, when I’ll come back to India after the completion of my course, I’ll be able to secure the position of Mobile App Developer in a reputed IT company like Paytm, TCS, Wipro and so on.

To conclude, I would like to bring to your attention that I have got a confirmed admission to Conestoga College for Mobile Solutions development in Computer Science course for Fall 2020. I would request you to kindly reconsider my study permit application and grant me the approval, so I can pursue higher studies in Canada.

All the details furnished by me and all the documents attached with my applications are true and correct. For any further clarification, please reach out to me on the below details and I would be happy to address your concerns.

Thank you very much for your valuable time.
There is a limit of 1500 characters unless you attach it as a document and some people advise not to attach anything new when asking for reconsideration

I am not an expert, but try to give reference to your SOP or documents within the application instead of stating a new justification. Reconsideration means that you are asking them to review already submitted content and that nothing new is needed to approve. If you add something new, it means your application was not complete.
