Study Visa Refusal - Fall 2020

Dear Friends,
Got admission in 2 year undergraduate diploma program for fall 2020. Applied for study visa in March 2020 and it got refused in April 2020 (reason-purpose of visit). Subsequently got admission for 1 year master degree in May 2020 for fall 2020 intake. Planning to reapply for study visa in June 2020. Is IRCC approving study visas for fall 2020 or is it only refusals currently?
