Study Visa Question

Is it possible to apply for a study visa for a certain institution and province and then end up studying in another institution and province.

The reason i am asking is that I recently got accepted into a program and would like to start my visa application but the university program i really want won't reply before April.

Yes, if they are both post secondary.
