study visa or visitor visa for 16yo? parent has work permit

Hi,

Need your advice. What type of visa should be applied for a 16year old child? Father has work permit valid until 2021. Should it be study or visitor?

If study, what should be put on the form indicating the school since he has not applied for it until he comes to Canada?

What level of schooling is the 16 year old planning on taking in Canada? If high school, then TRV (visitor visa).

Thanks for answering. He will be high school. If TRV, which form do I need? IMM1294e (Application for Study Made Outside Canada) or IMM5257e (Application for Visitor Visa (TRV))? Also, what if there is no letter of acceptance yet?
