what do you mean USA refusal ? Refused a US visa, a US study permit or something else and what was reason for the US refusal ?
 
A US study permit the reason was because I have family relatives in the US but I did not mention it to CIC and I got another refusal.

Dude its a mis-representation. You would be banned. If you aren't you are lucky.
 
Mention what they told you as a refusal reason. Other than that we can not help you, if it is a mispresentation ban, there is nothing you can do.
 
the reason for my refusal is that I did not declare my USA refusal to CIC. In the letter that I received they say I can reapply they did not mention anything about being banned. I have decided to reapply but I don't know how to explain the whole thing to the CIC. Can anybody help me how to prepare a strong explanation
 
Be honest.

In the last section of the application where it says "have you ever been refused" write that you were rejected a US visa and later a Canadian study permit because you did not disclose information about your first US visa refusal. They know everything about you, so be honest and hope for the best.
