Immigration is law, everything else is just speculation / recommendation. Neither can IRCC go beyond what the law says and have to follow the procedures as listed in the Immigration and Refugee Protection Act and regulations.

Most of the widely used sections and regulations have been interpreted by the federal courts, so there is no room for any doubts. However, since each application will have its own unique factual dynamics, it will make a difference and no two applications are the same.
