My visa got refused on June 18 2019.Can I still reapply?

You can. Just make sure whatever concerns the VO raised in the refusal letter is resolved and reapply as early as you can so that it’s not so close to your reopening date.

I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status.

Pursuant to paragraph 220(a) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.

That is my rejection letter.Does that mean only issue is proof of funds?

If the only reason stated is with regards to your finances, then work on that and reapply. Add your own bank statement if you didn’t do that in your initial application. Then make sure whatever statement you present is active, it’s not enough to just have money sitting in the account, but there must be constant inflow and outflow of cash.

It depends on how fast you reapply. You could gather your documents again for that. However if you think it’s too close to the reopening date, I would suggest you email the school to defer your admission to January so you can have ample time to put in a strong application. It’s just a suggestion though, think it through and decide what you really want.
