My mother is on a work program that will allow her to work in Canada this September, leaving me here in Jamaica. I was planning on getting a study permit but theres not enough time. We were planning on applying for a visa for me and met her up there in January. I would start applying for that now. Then applying for a study permit for next September before I leave. While up there I would enrol in a short term course under 6 months and work until September Will I be able to do this? Will I need to apply for a work permit outside of Canada and should I do it separately from the study permit. Will they reject me because I have no ties in Jamaica? And what type of visa I should apply for? Please help me!

How long of a course are you originally applying for, for the study permit?
If you obtain the study permit successfully you may be able to get an off campus work permit.
Check the link below.

There is a possibility that your application may be rejected because of having no strong ties in Jamaica and your mother being here.

If you are planning to apply for a visitor visa and get it, although you are allowed to take short-term courses not exceeding 6 mos., you cannot work at the same time - to work you need a work permit.

Ok then if you are successful in getting the student permit , you can use the link I have you to apply for an off campus work permit. This allows you to work while in school as well as work during school breaks.
The validity of the work permit will be the same as your student permit.

Once you are done the program. You will be eligible to get a post graduate work permit. This will allow you to continue working and maybe even work towards enough experience to apply for PR.

I will not going to school in Canada til next September...I am enlisted in a school here this fall. Is this considered a strong tie, and i can still apply for a visa to visit my mother, right?
