Reason are:He/she is satisfied with the following matters

Travel History, Purpose of visit and my current university study in Bangladesh. They did not even sign and name on the refusal letter.

present study: BBA 4th trimester
ielts 5 overall score
no gap, no previous refusal or Travel histroy,
applied for Centennial College Toronto, for 3 yr B Admin Accounting, tuition fees paid partially. Condition was upon arrival english test.
Sponsor was brother, amount shown CAN 1,42,700 (approx)

ANY SUGGESTIONS FROM decent persons.

Dear Tanimbd,

I am really sorry to hear about your refusal. It seems that your application is lacking in various points. Also you need to provide more on your background information, such as your 12 class exams (HSC or A-levels), your results, which university are you studying.

On the outset, the application seems to be lacking severely on your Statement of Purpose (SOP), then your IELTS results,

It seems also that you are applying from Bangladesh, correct me if I am wrong.

If this is correct, then you need around 9 weeks for your application to be processed again, in that case, you need to understand if you have enough time.

In answer to your query, I have till now seen only one member appeal successfully, so It is always a good decision to re-apply.

Also can you please detail what the rejection letter said, because on the first page, last paragraph, there is a comment such as "you are welcome to re-apply" Can you please write the full sentence?

On the other hand, are their any other reasons? Can you please detail the reasons again?

Such as, write - under "Other reasons" they said ......

Please don't lose hope, rejection happens to the best of us, It happened to me too. So Please keep strong and you WILL ACHIEVE!!

Wow, thats very kind of you to have such long queries about my application from your side. I am glad and would like to detail some informations;

Yes u r right, I applied from chittagong Bangladesh.
Current study BBA at Port City International Uni ctg, 4 trimester, avg result cgpa 2.50
HSC 3.25 2014 Business
SSC 3.90 2012 DO
ielts 5.00
College: Centennial College progress campus
Applied course: B admin 3 yrs Accounting Sep 2016, fees paid partially CAD 2300, leads to Nipissing Uni BBA degree after 3 yrs.
condition: English test upon arrival.

first page, last paragraph;

You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements.

other reasons

You haven't satisfied me...... Travel History, Purpose of Visit

Proposed studies are not reasonable in light of one or more: previous studies, future prospects, level of establishment, language abilities.
- You are currently studying University level in Bangladesh.

I have double checked all other pages but those are the ticked mark facts I have mentioned above.

Thanks again for the motivation. I would appreciate any further responses from you. by the way did u applied in Dhaka or overseas country.

Job Offer........

Ask your brother to apply for a GCMS notes online. It will cost CAD$5 and you would get an explanation on that notes why SVO have rejected your application. After that, rectify those issues and reapply.

How to make a request under the Access to Information Act
http://www.cic.gc.ca/english/department/atip/requests-atip.asp

Based on your profile, it will be tough to get a student visa in Canada but nothing is impossible.

Your IELTS marks are very low. Don't bother reapplying until you retake the test and score at least 5.5 in each of the four categories.

Don't bother appealing. It's a long and expensive process and you were correctly refused.

I appreciate your valuable time you spent reviewing my queries and would love to get any further advices as I am totally disappointed by the decision, did not expect it even.

You shouldn't be surprised. It was pretty much a given you were going to be refused because of your English. You need to improve your English and achieve much stronger IELTs scores. Then you need to gain acceptance into the program without having to take an English class first. Then you can consider reapplying. Don't reapply now - you'll just be refused again.
