Study permit (ties in Canada and country of residence)

I'm, PR holder, applying for my sister (grade 8) to get a study permit in Canada to study here since schools here will make her chances to get to University better.
Our parents, her legal guardian, reside in Kuwait (dad works there) with 3 siblings. I, along with my brother and sister (both work permits) reside in Canada (different provinces).
I applied for her permit and it got rejected for:
1. Immigration status in country of residence
2. Family ties in Canada and in country of residence
3. Purpose of visit

As for her immigration status, she has a permit in Kuwait and its valid until March 2019, law there allows renewal only 3 months before and only extends for 1 year at a time.

Family ties in Canada: I'll be her custodian. I'm the only one in the family with a permanent status in Canada. She has also visited Canada multiple times on a Visa and got back home no issues. My parents are residing in Kuwait and they have a status there.

Purpose of visit: I have an acceptance letter from the school.

What am I missing here? Please help

The refusal reasons means that her ties to her home country / country of residence are not sufficient and that her ties to Canada are too strong. IRCC has concerns that you are bringing her to Canada to remain long term. In other words, it's not that her ties to Canada aren't strong enough - it's that her ties to Canada are too strong given so many of her siblings are here. It may be quite difficult to get approval while she is still living in Kuwait. Do your parents have plans to return to their home country soon?

We have always lived in Kuwait, all of my family was born there and most of my parents livelihood is there (for the exception of some property in Jordan, which is where we are from). So, I don't think there's a plan to move back there.

Now, the plan is for my sister to study there in a special program. There's a plan for her to go back to kuwait, I'm just not sure what can I show to prove that? This is what I am thinking would help, so some perspective would be appreciated:
1. My Dad LoE in Kuwait
2. The property they own in Jordan
3. The fact that she's 13 years only so she won't be leaving her legal guardian to live here indefinitely
4. The fact that it's a 'special' program which is why she wants to study here
5. My family visited multiple times in the summer and left, so they have proven that even when they have TRV status they don't intend to break the law and overstay.

If anyone has experience with this please help. I'm not sure what the officer was looking for specifically

Now, the plan is for my sister to study there in a special program. There's a plan for her to go back to kuwait, I'm just not sure what can I show to prove that? This is what I am thinking would help, so some perspective would be appreciated:

What is the special program and which school will she be attending? Can you show that it doesn't exist in either Kuwait?

Who is her financial sponsor and how much did they demonstrate in available cash in their account to fund her studies?

My dad is her financial sponsor.

The program is utilizing technology to educate. It's called the destinations program.
