Study permit rejection twice in a row in UAE

Hi good day,

It regarding about my younger brother applied for the study permit recently, he has completed his Alevel and applied for visa twice and both of the time got rejection stating the same reason.

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on your immigration status.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of
residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on your current employment situation.

We are Bangladeshi expat living in UAE since 10 years or more. We are having our own family business here in UAE. My brother is a genuine student in UAE with UAE study visa and this year he just completed his Alevel. But IRCC keep rejecting his application again and again for same reason.
Can you guys please help how to deal with it.

You need to write a strong SOP detailing what his plans are after graduating from Canada. He won't be able to return to UAE without applying for a new UAE visa, which could be rejected. What if he doesn't get a job in the UAE? He wouldn't be able to stay there.
If you plan on employing him in the family business in UAE why does he want to study in Canada, which is very expensive, instead of studying in UAE or Bangladesh?
These are the questions that the visa officer will have and that you need to answer.

You can also apply for gcms notes to find out what notes the visa officers made in his two applications, and target their concerns directly in your SOP.

before I begin kindly follow go to google and type this cic required for a study permit from Dubai ( you will see a form download it. and read that information.
so the 1st reason the immigration status:- "You need to provide a letter from his dad that he will continue to renew his resident id while he will be studying in Canada, Also provide a certified translated copy of emirates ID, it's also important to provide certified translated copy of birth certificate (if its in arabia), make sure the ID is valid. provide all that type of document which shows that you are legal in the UAE. as you said your brother is on a UAE study permit can you explain to me about this when your dad has a business in UAE why is he on a study permit?

so the 2nd reason is Family Ties:- kindly explain to me if you do have some relatives in Canada which you mentioned in your SOP or somewhere in the application, this error is basically because of poor Sop (statement of Purpose letter) written you can improve it by explaining your ties to your country of residence and Citizenship. according to Cic the sop for the UAE students must contain about

Annex A - Study plan Submit a one-page study plan which answers the following questions and includes any other information relevant to the processing of your application:
1. Why do you wish to study in Canada in the program for which you have been accepted?
2. What is your overall educational goal?
3. Why are you not pursuing a similar program in your country of residence or of citizenship?
4. What research have you done into studies in your country of residence or of citizenship?
5. How will this program enhance your employment opportunities in your country of residence or of citizenship?
6. What ties do you have to your country of residence or of citizenship?
7. In the case of a minor applicant, what are your reasons for studying in Canada? What is your parents’ or guardians’ immigration status in their current country of residence?
8. Provide details of your education history – dates when the course started and ended, the name and address of the school, the course is taken, qualification, degree, or certificate awarded for the course.

this information is by the CIC embassy for the students applying from UAE.

So the 3rd reason is the Purpose of Visit:- This error is due to the SOP again because you couldn't satisfy the officer that why are you coming to Canada for what? you didn't explain something correctly on your sop so he wasn't satisfied with it.
Sop is really important it should be precise and informative and must explain everything.

so the 4th reason is Current employment status:- It's very important to explain who will fund the education of the child while he will be studying in Canada for that you need to provide Your dad's employment letter Certified From the chamber of commerce.
as I am not aware of your situation exactly so I won't be able to guide you accurately but I really hope you got your most of the answers

You're trying to use a study permit as an excuseto settle in Canada, not a genuine student. That's obvious to the visa officer and it is 100% refusal.

There are many good reasons you were rejected. Why do you need to spend money on a Canadian education and how does it help your career in your home country? Does your program expand on your education? Do you have the funds? Plus you have picked a private college not a public college. Columbia College is not even known.

This has been discussed time and again in this forum. UAE is not a good place to apply for expats. I understand you are well settled in UAE and have strong background BUT this is not how the person sitting in AUH thinks. There are many people who were rejected from UAE went back to home country, did very little to no changes in their profile and got approved. It is very rare that SP are approved here especially for expats from third world countries. I don't see anything wrong with a 20 year old wanting to study in Canada. Look for possibility to apply from home country next time.
