Study permit rejected - please help

Hi,

I completed a Bachelor's in Physical Therapy from India in July of 2010 and had worked for a year. I took two years off to prepare for my Physiotherapy license exam, GRE and other tests for applying for an MS program. By the end of last year(2013), I applied for a Masters' in Medical Rehabilitation, which is offered by the Department of Physical Therapy in University of Manitoba. In early March of 2014, I received an admit with scholarship and also have a professor who is willing to guide my Masters' thesis. After ensuring that I have sufficient funds to show in the form of an approved loan, I applied for a study permit and Canada visa online in June. However, my study permit was rejected today with this reason for rejection:

Your proposed studies are not reasonable in light of one or more of the following : your qualifications, previous studies, employment, level of establishment, other educational opportunities available in your country or Canada, language abilities, or your future prospects and plans.

I have a 7.0 in IELTS so I don't think language abilities was the reason. I don't know how to proceed with this situation. Any help will be very useful. Thanks!

1. Course mismatch
2. Failed to convince VO that u vl lv canada aftr ur studies via SOP ofcourse

If the University and most importantly the professor has granted you an admit with full funding, it literally makes no sense for the VO to point out on your past studies OR qualifications(unless you didn't submit some of your certificates OR didn't fill up the 2 year gap in the questionnaire(which seems plausible)?)No Visa officer ideally should reject a visa in case of scholarship and that too questioning your past studies which is more or less like disrespecting your supervisor who I am sure has considered you a deserving candidate only after considering all your details. I wonder how they think at times. Yes, it could be something missing in your application which should hv definitely been called for from their side .Kindly throw more light on your application in detail.

From what I can understand is that your Statement of Purpose had a problem. You should work on your statement of purpose. Make sure you explain your situation, why you chose the course, how it is an advancement of your current qualification from india, how it will help you in securing a challenging and successful career in india once your return and most importantly that India is in need of PT specialists. Your IELTS is good so I won't tell you how to to write clearly. This reason that you have is most definitely because they could not understand your background, future plans, interests, plans upon return and your establishment in India. They dont relate documents to find all these things, your SOP must be clearly presented. I'm sure you did include an SOP, but this time make sure it's well written and explains all the reasons for your interest in Canada and how it will help you settle in india once you are done. When you write your SOP, relate your past with your future :) .Also obtain some letters or some print outs from websites like the GOVT of india that state a shortage of Specialized PT and attach these kind of documents to support your file. And you are welcome :)

Can we in the house deliberate on course contents of Physical Therapy and Medical Rehabilitation to see if they match or mismatch? These programs are somehow not align, or what do u think? We can start helping him/her from there.

People go from Engineering to MBA Finance.

If she did PT and wants to do Medical Rehab, it has nothing to do with what CIC wants for her. It is her career and if she can support her switch and interest in Med Rehab then its no problem. CIC is not your parent to decide whats best for your career. They want to see clarity and explanation for your intents and interests. With courses like these she can tell them that she intends to open a rehab center for patients in India that is highly specialized and at the same time will keep her involved in practicing PT at the Rehab to ensure critical care for post op patients, etc.. I think it would be beneficial for her to work on explaining the reasons and grounds for why she wants to do what she wants to do.

I quite disagree with u. There is a logical progression in academic. When u are changing from one level of course to another PGD is the first level before u move to the new level if u omitted that VO is likely to mark u down bcos they were thought same academic progression logic too. If someone is having engineering he will need PGD before moving to finance or must have finance job related experience in lieu of PGD, that is why the VO mention job among the reason for that refusal.
