Study Permit Refused within Canada

Dear All,
I need some help regarding this study permit request within Canada.
I was 17 years old and became 18 while in Canada. I entered with a LoA for just 1 semester in a BC high school with passport, eTA, IMM5646, certificate of birth (Italian passport).
In October I decided to extend my permanence and applied within Canada doing the biometrics.
The application has been sent online filling everything and IMM5646 was not required.

After 2 months I received a refusal letter stating that:

This letter refers to your application for a Study Permit.
Based on your application and accompanying documentation that you have provided, I have carefully considered all information and I am not satisfied that you meet the requirements of the Immigration and Refugee Protection Act and Regulations. Your application as requested is therefore refused.
You have not provided a current notarized custodianship/parental declaration signed by your parents/legal guardians and custodian in Canada. Please provide an IMM5646 with pages one and two completed.



I've already sent the IMM5646 through a form and IRCC confirmed that he has been attached to the application.
What do I have to do?
Should I apply with a new request or wait for an answer from someone from IRCC?

In how many days will the new application be considered?

It was refused so you reapply. What is your status now if study permit was refused? You may be out of status.

In how many days or weeks can they accept or not the request, again?

My friend, without IMM5646, has been accepted. Neither to them was requested...how is it possible to have these different replies?!?!?

How old is your friend? eTA allows entry to Canada. You need to restore status to student and reapply.

I have an eTA as student with my passport I can for studying 6 months or less
You came to Canada on eTA with the plan to study for less than 6 months. Now you want to study more than 6 months, study permit was refused and you must reapply. You also need to restore status if you have been in Canada more than 6 months. Why your friend was approved…I don’t know. Get a lawyer for help.

You need a sturdy permit since the total duration of the program is greater than six months.

I would recommend submitting a reconsideration request through web form and hope they reverse their decision.

It sounds like your status in Canada is still valid since you entered Canada less than six months ago. Is that right?

Also the agent told send page 1 and 2 of the form... But if you are refusing... Ask for a document no refuse directly.
I have it, it was just not requested in the doc to upload and also the Chek list is saying not mandatory...

Was this some sort of student exchange for a semester? You would need a study permit and to pay international fees to study at a BC public high school. Hopefully you have stopped studying. An ETA is a travel document it does not give you status in Canada.
