Study Permit Refused... Why????

I have been accepted to study Masters in Applied Computing in Canada. I have had other options to study, but I have refused them because I want to study in Canada.

I have recently applied for Study Permit and have been rejected. The reason for rejection in the letter is:
your application does not meet the requirements of the Immigration and Refugee Protection Act and Regulations.

What does this mean? I don't think it is a proper explanation of the refusal. Maybe the person making a decision could not convert RUB to CAD? (as a proof of financial ability).

I feel very embarrassed, and I want to resubmit my application, but I don't understand what is wrong with my first one.

Please consider this matter seriously.

Can anyone help, please?

Sounds like you left out required documents. Is that the only thing it said?

Check the requirements again or apply for caips notes. If you applied online check the offline option the requirements are better explained there.

Nothing to do with financial conversion. As above, check you submitted all the documents that were required. You may have missed one. Also look over the form you filled in (if you have a copy to make sure you filled that in properly too.
