Study permit refused twice

My study permit was refused twice with the same reasons. I had applied with family the first time and then for the second time I applied for myself. Not sure what to any advice would be greatly appreciated.

I'm living in the Jamaica with my family.
I have been an entrepreneur for the past 5 years with a register business in installation of network systems (IT) and I also do event planning from time to time.
I have applied for a 2 Year in tourism/hospitality Diploma as that is what I have always want to do.
I have shown my funds as well as for my father and spouse (Close to 44,000CAD).
My tuition is 15,000 CAD for 1 year for which I paid for my first semester. I provided documents of assets and savings otherwise. All my relatives are here in jamaica including my spouse and children. No relatives in Canada. I have travel several times before but not to Canada.

1st refusal reasons: family ties in Canada and my home country.
Based on purpose of visit
Limited employment prospects in my home country.
Based on current employment situation.
2and refusal reasons: based on personal assets and financial status
Family ties
Limited employment prospects.
Not sure if I am right but I figure maybe my choice of program is one of the issue even though in the 1st gcms notes the office stated that my reasons for my choice of program was understood but taking my spouse and children with me was the issue. Not sure how I will be able to fix this and try again.
