This is the second time we have been denied my study permit. We are a family of 4. The reasons this time were:
I am not convinced that you will be leaving Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
- I am not satisfied that you will be leaving Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal wealth and financial situation.
We already applied for GCMS notes. We declared 64000 Cad. We do not understand why we are told that the amount is less.
Our letter of reasons was as follows:

My name is xxxxx, I am 37 years old, xxxxx, and currently reside in xxxx . My admission to Camosun College has been approved, and I am now pleased to submit my study permit for your consideration.

I am a Systems Engineer, with more than 15 years of experience in the area of technology and operations in international oil companies such as xxxxx, xxxxx. In the latter I hold the position of IT Manager, I am responsible, among others, for:

- Budget management
- Supplier management
- Implementation of technological projects
- Search for technological alternatives to implement in the company.
- Supervising the technological infrastructure of computer equipment and servers.
- Supervise the communications infrastructure
- Managing the company's electronic security
- Management of IT personnel
- Project management for process automation

Purpose of the trip: The sole purpose of my visit to Canada is to attend the Camosun College program. I am a person convinced of continuous improvement, and as such, I intend to take a step forward in my career by studying a specialization in General Management. After researching study alternatives in different parts of the world, I found the General Management program at Camosun College. This College is known for its technological innovation and is one of the preferred destinations for Latin American students in higher education. I have reviewed their curriculum and reviews and I am sure I have chosen the right educational institution as it fits what I am looking for.

This will be of great use to me in xxxx upon my return to improve the position I am eligible for. With the knowledge and experience gained, I could apply for a higher level position. The technology field has immense potential for professionals with advanced skills, as well as to establish strategies that result in greater efficiency and effectiveness in all organizational processes.

I have paid Camosun College an initial fee of CAD $8,500 to reserve my place in the General Management program starting September 2021. I am enclosing a copy of the deposit. The cost of the program is CAD 27,044. The value of the College includes health coverage for 3 months for me and my family. From the fourth month onwards, the cost of will be 75 CAD for each of us, which we have considered in our economic analysis.

To undertake an academic challenge of these dimensions, the support of the family is undoubtedly fundamental. In this sense, I have the full support of my wife and children, who have decided to accompany me to Canada so as not to affect our family union that we have maintained and cared for all these years.

Family ties: I have strong family ties in xxxx: my father and in-laws, elders, my sisters, my house and my wife's business.

My wife is a Petroleum Engineer graduated in xxxxx. She has worked in both international and local companies in xxxxx. My wife's intention during this time in Canada will be to expand her knowledge in the area of sales and customer service. For the last 9 years she has had her own company dedicated to the import of equipment for the oil and industrial sector. My wife is the Legal Representative of the company, the time we are in Canada she will delegate her functions for the proper functioning of the company.

The experience for our children will be countless. They have received an education in English, but the opportunity to live this experience in a speaking country where they will be able to develop their language skills and meet new friends. In addition, living in a multicultural society, which professes a deep respect for rights and freedoms, which is noted for the friendliness and sense of cooperation of its people, will leave an indelible mark for their future, along with extraordinary stories to share upon their return.

What are your past studies? What is the level of studies you plan to undertake in Canada? Is it a post graduate diploma or a graduate diploma? Is it a two year program.

What level are your past studies. Bachelor? Something else?

To be honest, General Management feels like a pretty weak selection for you given your past work experience. You have extensive management experience already based on your letter. A general management course won't teach you anything valuable at this point.

I am an engineer. In my current job I have done work related to planning, but I don't have a degree to back it up. That is why it was my intention to study that.

I am an engineer. In my current job I have done work related to planning, but I don't have a degree to back it up. That is why it was my intention to study that.
I would wait for your GCMS notes before you reapply. The purpose of visit refusal reason is a broad one that means IRCC thinks your ties to your home country are weak and/or your progression of studies doesn't make sense and/or you primary purpose for coming to Canada is to find a means of immigrating.

- The fact you are coming with your whole family weakens your application and weakens your ties to your home country.
- Your mother's assets won't be considered as a tie to your home country.
- Your age may be working against you as well although it's possible to overcome this if the rest of your profile is strong.
- You haven't said what country you are from. However if it's from a country with instability, then this makes it more likely that your profile looks like someone who is looking to find a way to immigrate.
- Taking a four year bachelor in Canada would strengthen your profile.
- If you really want to go with a post graduate diploma, I would go with one that is specialized and aligns to your work experience more vs. general management.

Again, wait for your GCMS notes. But those are my thoughts.

I have a house, and a current loan for the construction of it. I put all the properties I currently own. There are people my age or older who have gone with their family, I don't think that should be a limitation. Today I requested the GCMS notes, I think it takes 1 month.
Yes, GCMS notes will take 30 days.

If you haven't done so already, probably a good idea to contact your school and defer your studies to the next semester.

The course you selected only needs a high school degree so it makes no sense for you to cone to Canada to take a degree that is worth less that your bachelors degree. Based on your credentials it would make sense to do an MBA. A
plying with your family makes your application much weaker and family members of international students aren’t guaranteed permits/visas. The fact that your wife who also is an engineer wants to learn about sales and customer service is also a career downgrade from her previous career which doesn’t make sense. 60k for a family of 4 in BC is far from enough money once you subtract that cost of tuition. Canada wants to see that you’ll be able to support your family if you can’t find employment in Canada. Housing and transportation for a family of 4 for a year is likely to exhaust all your savings easily. Would order GCMS notes but I think a more suitable degree and applying on your own would be a better option although I can’t guarantee an acceptance.

The fact that you don't have your own personal savings and have to rely on your wife's money is suspicious. With your wife's 60,000 CAD, minus the tuition fees of 27k, the remaining 33k is definitely not enough to support a family of 4 in Canada.

Is the college application wrong? Should we look for another program?

I believe the choice of program and college is wrong. No one would come to Canada to take a "General" Diploma from an unknown college.
Credit cards will not help. It has zero effect on your application. Your chances are extremely low as you don't have any previous university education. How will you be able to success your university studies in Canada? You need to mention that.

You are going to study, you need to proof your ability to study.

Your finance is big no no. With a family of 4 going to BC, imagine you will spend at least 40k for living expenses for the 1st year. How will you be able to survive the 2nd year? As a 39 years old men and as the principal applicant, you need around 100k in your savings to be safe.

Your whole situation clearly states that you dont care about your education, you just want to come to Canada through your study permit and then stay here. Visa officers are not dumb, if people in this forum can tell it, visa officers will definitely recognize your real intention.

Again, I believe that your chances are extremely low. You may need to look for a Bachelor, a Post-graduate for example. I think you will have hard time getting admission iinto those programs considering your studies gap. And even if you can opt for a more well-known Degree, you will need much more money for your studies. After 2 refusals, you need to take time to think about this whole thing. It may and it may not work out for you.

Exactly! I understand what you are saying. But we do have a title. We are both engineers. According to the agency that helped us, the money was enough. In the previous denial they never mentioned the financial situation and it was the same amount.
