Hi there!
I am asking this on behalf of my friend. The candidate has acquired a Bachelors of Pharmacy degree from India and had applied for Food Safety and Quality Management program in Lambton College. Upon applying in January, candidate received a visa rejection and the reason for the refusal was ”the purpose of visit”. Later that we ordered gcms notes which are attached below in this post. After careful consideration of the reasons mentioned in the gcms we changed the SOP and reapplied again in April 2022. Followed by another unfortunate visa rejection on the same grounds as earlier.
I am really looking for some valuable insights in this case. What all suggested changes should be done inorder to proceed with reapplication.

Gcms notes-
Review of all information before me, including client's previous educational/employment history. Client is requesting a SP for Food Safety and Quality Assurance Management at Lambton college. Client submitted transcripts from PDM University.
On review of all information including PA's previous educational history and when considering applicant's completed Bachelor of pharmacy and received a degree in 2021. It is unclear how the
applicant's current or previous education aligns with the applicant's proposed studies.
Chosen program at such expense appears illogical/redundant in light of applicant's reported scholarly history. The progression of studies is also not clearly demonstrated where the intended
educational program would be of benefit. The application failed to satisfy me that this is a reasonable progression of studies or that the applicant is a bona fide student who would depart Canada at the end of authorized stay as per R216(1)(b).

Thanks in advance

So your friend is a recent graduate so how will taking the program advance a career with no work experience. Spending that much money for a program that doesn’t expand upon education (how does it expand on PHA,racy degree) nor give you career advancment makes no sense. Focus on masters programs if friend is a serious and genuine student.

I got your point but as per the course requisites anyone with pharmacy background can apply for this course. Also, the course contents were also aligned and are in advancement with what all he had studied in his bachelors.

But how does it advance his career. How will the program justify the costs? What job opportunities are available with higher pay? He is a recent graduate so get some work experience as it doesn’t look like he is a genuine student. Two refusal so change of program is suggested. Masters shows education progression.

If you talk about the costs after the international exposure he would rather land a better job opportunity back home. Also work experience can create another issue if the VO is not convinced about his career shift at this time.

That may be the case, but the two programs really have nothing to do with each other. The proprosed studies in Canada are also at a graduate certificate level which is a lower level of study than a bachelor. This makes no sense either. This is how the IRCC officer is going to look at this application and is the reason why it was refused. The way to solve this is to pick a different program of study that is either at the post-graduate (not graduate) or master's level in Canada. That program of study should be much more directly aligned to pharmacy. That's how you solve this.

I see what you’re trying to say. But this program was a post graduate certificate program. Also, I agree to the fact that maybe a different course would help for now or maybe chosing a university would do good in this case

Right so he has to show how taking a PG at Lambton will justify the costs. So if the program is $50k he needs to show that he will make that much more than his current degree. So if he is making $50k per year now then he wants to show that he can make $75k and pay off his fees in two years. Seems like your friend is not willing to change programs. Also needs to show that his degree had some focus/specialization on food safety and he is focused on this as he is career. Also food safety has country specific laws/regulations so why not his home country?

I have gone through all your points. No he is not reluctant to change the program its just that we are afraid that would it be a bad impression on the VO if he changes his course at this point of time. Also we did mentioned all the factors that you’re talking above and these gcms were ordered after the first refusal so whatsoever concerns VO had we tried to address all. After the second refusal we have ordered gcms again and are yet to receive those.

He needs to apply to a program that shows definite education and career advancement. He has a a bachelor of pharmacy and it seems no work experience. VO doesn’t believe the program is suitable to justify costs. Wait for GCMS notes but if nothing (program) wasn’t changed it may have the same reasons for refusal.
