I had the below excerpt from the SOP. Not sure if this was adequate or convincing.

"I would now like to resume my career. Hence, I am taking up a 1-year Course on Business Analysis and Professional Communication from MacEwan University, Edmonton. The primary reason I selected this course is that the curriculum is in line with the industry standards. In addition, as I was a Functional Consultant earlier, I believe that this course would help me utilize my experience, enhance my knowledge, and would help to transition into a Business Analyst.

I chose MacEwan University, Edmonton, as their Business Analysis course topics closely align with my expectations, and I prefer Edmonton to minimize my living expenses."
Your program needs to align with your career and education. You have a Masters so consider MBA. Your SOP doesn't explain why you need to study in Canada and spend a lot of money. Are you trying to immigrate because your profile and reasons for studying in Canada for a one year program seem like it.

I received the GCMS notes with the below comments. Like most of the senior members mentioned in this thread, it looks like my choice of program was the issue.

"The applicant has a master's degree in commerce. She has enrolled in a post-baccalaureate course from Canada. The intended program of studies appears redundant and not progressive in light of her education history and work experience. I also note that she has not provided IELTS and education documents. I do not find the program of studies reasonable and am therefore not satisfied that she will depart Canada at the end of the authorized stay. Refused under R216(1)(b)"

I am planning to re-apply and would like to address the issues. Hence, request the senior members in the forum to guide me.

1. Last time I applied, I was on a maternity break. However, I have resumed my career now. Will this add little weightage to my profile?

2. I did not attach the IELTS results last time as the results were delayed by 3 months due to 2nd wave in India. I should have raised a web form. But my bad I missed that. Hence, when I re-apply, I am planning to attach the IELTS General(8777) test report and education documents. Will this add little weightage to my profile?

3. I am planning to explain in the SOP that my master's was in commerce which has no course related to IT. However, my current work is in the Information Technology sector. Hence, this one-year course would help me in the relevant work that I am doing currently and will help me to advance in my career.

4. Furthermore, my WES report that I evaluated a couple of years back had evaluated my Masters as One Year Post-Graduate Diploma(1 year). Can I mention the same in my SOP that my master's is not equivalent to Candian Masters and this program would be an additional One year Post Bachelor program for me?

5. Finally, this time I am planning to apply as an individual applicant. Hence, I can mention that I am leaving my husband and two kids behind which will increase my ties to my home country. In addition, planning to show additional documents such as property, Car, etc.

I understand that some of the members have already advised me to go for a Two year Masters's program or MBA. However, I am inclined towards this university and course as I could get some support from my friends in Edmonton.

Please provide your inputs @Naturgrl @NavjotS123

1. No. You need to show that your career will result in a higher paying job and better opportunities.
2. It will improve your profile.
3. Not changing your program is setting you up for another refusal. Your reasons for refusals were not expanding on your education so nothing has changed. Why do you need to study a one year program in Canada (which is a waste of time and money)? Coming to Canada makes no sense if you aren’t changing the program.
4. That would not read well. You are saying your education is poor.
5. Yes.

in Canada/US maternity break is of 2-3 months only
I have to correct this. This is wrong. This is true for the US but not at all true for Canada. In Canada up to 18 months is allowed. Most people take at least 12 months and this is extremely normal and expected.

Thanks for all the clarification. I guess I have no option other than to look for a better program and try to re-apply.
