Study Permit Refusal ( 2nd time )

I applied for the study permit on 31 Jan and got refusal on 27 Feb.
Reason for Refusal.
• Pursuant to paragraph 220(a) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.
• Pursuant to paragraph 220(b) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to maintain yourself and any family members who are accompanying you during your proposed period of study.
• Pursuant to paragraph 220(c) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the cost of transporting yourself and any family members who are accompanying you to and from Canada.

Financial Documents Attached :-
Cost of program :- 65k CAD
Tuition Fee Paid In Advance :- 15k CAD
Bank Statement covering 3 months :- 85 K CAD
Financial Competence Certificate Disclosing Current Bank Balance.
Cost of living for Quebec Provice is 12500 CAD a year i believe.
Program length (18 months ) :- 2 years = 25000 CAD
Remaining Tuition Fee = 85k - 25k (cost of living ) = 60k - 50k (remaining tuition fee) = 10K Additional To cover Airfare etc
I have requested notes and the decision struct me real bad.My sponsor is my brother. We live in a joint family.I am 21 years old high school graduate only gap in studies is after the time i applied for study permit.
what could have possibly gone wrong ?

He isn't satisfied that you'll have sufficient and available funds:

Pursuant to paragraph 220(a) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.
• Pursuant to paragraph 220(b) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to maintain yourself and any family members who are accompanying you during your proposed period of study.
• Pursuant to paragraph 220(c) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the cost of transporting yourself and any family members who are accompanying you to and from Canada.

He isn't satisfied that you'll have sufficient and available funds:
Bank statement , financial competency certificate , property owned , employment letter , salary certificate all of it confirms my financial capability. Which is straight forward. I have requested Notes tho.Thnx for your reply .
