To summarize, it doesn't matter if you receive full decision or not at this point regardless of what IRCC said. Applicants should only focus on getting AIP's at the moment. Final decisions will come in September.

Another reason people are seeing less then usual Refusal notifications v/s AIP is again related to this temporary 2-step process till Sept 15. If they start to roll out refusals to students, there's a chance that student will re-submit application for Fall 2020 session the very next day or in a week, thus creating another backlog. This was not an issue till last year, but it is now for this year because of the backlog of thousands of applications.
In your opinion what will happen to complete paper application submitted since January, February...etc for fall term
Some of us eligibility and background checks beginning since March???
Its unfair just ignore them???

What do you think before fall term

Paper based applications for Fall 2020 has very slim chance of getting any type of update any time soon (for most cases, some applicants may get an update depending on the embassy). I know it's unfair but IRCC has already notified that paper applications are not priority for various reasons. Since CPO (Case Processing Officers) and other staff has to be on-site to deal such applications and IRCC can't re-route or re-assign these application to another embassy unlike online applications which they are distributing to other embassies (like someone mentioned earlier that his application was suppose to be processed in Abu Dhabi but instead dealt in Ho Chi Minh). This is not going to be the case for paper based applications. In my opinion, they will come back to Paper based applications towards the end of the year IF embassies and all other related offices resume full operation. Meanwhile, just order GCMS notes and check your status there.

Thank you very much

They must return application and advise applicants to apply online despite they receive only applications for February and part of March.
6 months and they didn't figure out a method to address it.

And if not operating we can expect another delay
No words can describe their genius brains.

Thank you for reply

This just seems like speculation to me. Can you provide a source for this, because we shouldn't just be spreading misinformation online.

When you stay long enough on this forum, you learn a thing or two and the workings of IRCC. I'm not forcing you to believe what I say.

Once again, that policy only applies to Indian students, because their VAC's are closed. If VAC's are closed, all applications go through AIP route, but if they are open, complete applications should be getting full decisions, not AIP's.
Islamabad embassy is still closed (at least as per Canada.ca the last time I checked). It doesn't matter if VACs are open or not in Pakistan because visa stamping will only happen if embassy is operational.

I'm sorry to post a reply in here as I'm not from Pakistan. I just wanted to say that, I'm totally disagree with you about the rejection decisions hold up. If an applicant recived its rejection decision, he/she will definitely defer his/her program of study to the next available semester, which will be the next year, and since the priority and 2-stage process will only be available for fall intake applicants, thus, after rejection if the applicant want to resubmit again, his/her application will not processed until the priority application for fall intake being processed.
And the reason for lower rejection is simply because of two reason, first-not all students are in here so this forum doesn't represent the majority of students and second- not all rejected applicants gonna post their story here.
Just cheer up and wait for the good news people.
