Hey everyone. I submitted my study permit application in October 2024 (I'm an international applicant from Iran). According to the CBSA note, my application has been in background/security check since November 2024. The posted processing time for my type of application is around 14–16 weeks, but it's now been almost a year.

I'm planning to file a writ of mandamus in November 2025, but before that, I want to send a demand letter. Can anyone help me with how to write it, what additional content I should include, and where exactly to send it?

All I know is that the letter should say something like, 'I'll be filing a writ of mandamus in 30 days if there's no update on my application,' but I’m not sure how to structure it or who to send it to.

What type of degree and in what field? What is your employment education background? There are certain fields where enhanced review would be more justified and likely too early for mandamus in general.

My admission is for a master of Computer Science at Concordia. I just graduated from university, so I have no employment background (other than a 3-month internship). I haven't had military service either. I understand your point that some cases are more sensitive, but for the last 2 years, the situation for Iranian applicants has been like this. They randomly go through long security checks, and I have not found any pattern. Iranian applicants with long study permit pending time usually file the writ of mandamus, and some of them get an answer, but the cost of hiring a lawyer is not cheap. That's why I am trying to do it myself. From what I have read, you can do it yourself unless it goes to a hearing.

Hey, I have applied for study permit too, AOR SEP 2023,and mine it is stuck even with mandamus, however, in your situation I think it is a bit early or too early to apply for writ for mandamus. Security screening for Iranian applicants will take between 12 to 24 month, for more complicated cases it will take 30 to 36 month. courts usually treat the delays between 20 to 28 month as unreasonable if you file a strong affidavit and show proof of hardship. My security screening has taken 18 month now without complicated background no military in Iran no gov-positions clean background, I have spent more than 4000 Canadian on Mandamus, and still waiting. Because it is security screening sometimes judges will treat applicants with more caution and will delay in ruling, better safe than sorry, however it is varies case by case, I know the delay is frustrating but writ of mandamus for u is too early wait at least until 18 month mark and see what will happen then. Mandamus it self will take between 6 to 12 month depending on judge timeline, it is not a fast relieve. Fighting IRCC won't solve anything as a matter of fact it might not help at all, it's better to wait it out. My lawyer literally told me that he has multiple applicants from Iran in a similar situation, and this is how canada immigration system works they treat some countries with more scrutiny, including IRAN. (Canada will teach you the patience the hard way) be patient my man you will get it. I will be happy if there is anything I can help you with. best of luck.

The fact that your degree is advanced IT creates more issues for your security check unfortunately. There are certain fields where students from certain countries are getting stuck in long security screenings because of the subject’s potential use in national security.
