You can either apply with her study permit of after she gets approved for the study permit. Unless she will not consider studying in Canada without you I would suggest she apply for the study permit first. The online application has a 'Visitor visa (non-tourist)' option for dependent. A TRV needs to be extended every six months and is technically for those who only want to visit short term and not live here. The SOWP will let your spouse live in Canada along with you. Spouses who come into Canada on TRVs pretty much always convert this to a SOWP afterwards (even if they have no intention to work).
Plus, while border restrictions are in place, the SOWP is the easier way to enter Canada. I'm not sure your spouse will be allowed to enter Canada right now with just a TRV since their travel may be deemed non-essential. Of course these rules may change at any point.
IMO you should definitely go with the SOWP.
