study permit for protected persons

Hi all, i've been recently accepted as a protected person and i'm looking forward to studying in quebec. i've searched through the cic website and it was stated that i will need a study permit to be able to join a course longer than 6 months. My question is how can i get an acceptance letter from an educational institution which in the same time requires a study permit to accept my application? in other words can i submit my application without this letter?

Which educational institution requires a study permit before giving you an acceptance letter?
I'm very sure you misunderstand them

You need a study permit to study in Quebec or anywhere in Canada for more than 6 months as a protected person until you got your PR.
to get the government student loan in Quebec or the Quebec tuition you need CSQ
