Study permit for children in Canada

My brother is working on open work permit in Canada. His family lives in India. He applied for work permit for his wife and visitor visa for his children. His wife got open work permit visa recently but childrens visitor visa got rejected. Now he wanted to apply for study permit for children. Please suggest. He has also applied for PR for whole family which is in process. His priority was to bring his whole family together to Canada.

So what is your question? If he has applied for PR, then he can wait for processing and they can come with COPR. Or apply for study permits. Have to look a processing times for each.

Thanks for your reply. His pr appliation will take time. He wanted to apply for study permit for his children. He wanted to check whether to pursue this path or not.

Another thing, in order to process this study permit application for his chidren, how to proceed further in gc key account. I tried to fill out the application for study permit of minor but was not moving in right direction, as no questions came regarding work permit of parents, instead got questions related to GIC of 10000CAD is available or not. So i am not sure how to file this application.
