I'm not sure if you mean starting from the CAQ, but basically if you are applying to study in quebec, you first need a CAQ which will take some time, as soon as you get the CAQ you start with the visa process where you go to a VAC to submit your papers (pre-covid) and once you get an answer they will let you know when to come get your passport.
Now the process I just talked about was pre-covid because when I applied covid wasn't around.
But from what I know, the process hasn't changed, the only difference is that now you submit your papers online and they'll send you an email if you get approved to submit your passport for the visa.
