Hi, I have been out of Canada since November 20, 2023 due to medical reasons and had to complete my semester online but I couldn’t return to Canada and I changed my school on the IRCC portal in June, 2024 and now I want to extend my study permit. I have been in the UK as a visitor since July 2024 and my new school in Canada starts January 2025. Firstly, I want to know if I should apply as if I am still in Canada or say I am applying from UK or my home country. Secondly, is there a way I will know if my study permit has been canceled?

You cannot extend your study permit outside Canada. You apply for a new one. Is it Masters/PhD? If not, do you have PAL. Will want to defer because you will not get new study permit in time.
 
Thanks! I have a question though, My study permit is still valid till May, 2025. Can I get into Canada then extend my study permit?

If you haven’t been studying then there is a high chance your permit has been cancelled. You have not been actively studying in Canada for almost a year.

If you have a valid TRV, then you can enter and find out if study permit was cancelled upon entry. To extend in Canada (if not cancelled), pay first year tuition and show $21k in living expenses to be approved.

Didn't the latest announcement say that now even Master's/PhD students would require a PAL?

Does paying the first year tuition upfront better in general or it doesn’t really matter?
 
I think I have seen a similar post where OP applied after the living expenses was raised to 21k and even though it didn’t update , the visa officer demanded it
This thread is about study permit extensions. So your question about Masters has nothing to do with an extension.
 
I meant that as long as the IRCC announced that’s it is in effect from 2025 then you don’t have to wait until it’s updated on their platform.
No. It was government press release not an operational procedure. There are no operational guidelines for it at this time so it is not in effect until posted on the site. For example, IRCC also announced months ago in a press release that students would be able to work up to 24 hours. It has never been implemented.
