I did walk-in. i drove early in the morning, try to reach ASAP so that you will not have many people waiting ahead of you. Be prepared to wait for 2-3 Hours (based on my experience for last 2 times)
I don't think there is any option on any website to book an appointment for applying at Border.

When did you go there? Recently?
Just want to make sure Coutts still does flagpoling.

Yeah, some border crossing now do appointments and have limited hours for Flagpoling as per the CBSA articleI I saw.
