Is this a common situation for those applicants who have a valid visitor visa on their passport?

If you have a valid TRV, then its possible for you to travel to Canada on that TRV.

I have seen a few cases with eTA, but not with TRV. It's better to double check with IRCC.
Just submitted a webform. No reply yet. But when I checked their website, it does show that if you have a valid TRV, such as V-1, then S-1 visa is not necessary.

The V-1 and S-1, as far as I'm aware does not have any impact. The study permit has all the allowances and restrictions. Since I have not seen any confirmed case of someone not getting a S-1 visa because they had a V-1 visa, I could not say 100%. It makes sense that the rules are same for eTA and TRV.
