I would remove your cousin as the sponsor and have your parents sponsor you (or sponsor yourself).

My fees is already paid by my cousin. I can have my parents fund the 20k amount. will that work?

No, adding a return air ticket won't help.

Yes, it will be better if your parents fund the $20K. I don't know if that will be enough to get your application approved.

So your first year tuition has been paid? If so then have parents show not only the $21k in cash but more than enough for them to support themselves and any other children.

Yes. My program is for 8 months and total fees of 18k is paid. Parents can show 21K cash and their properties for their personal support (as my father invest in real estate).

Your writing and speaking scores are quite low for someone who wants to do an advanced degree and I assume wants to work in Canada. Who has 21k in cash in their home? This must not be an urban area. Unclear if this is business or personal savings but that would wipe out all their savings. Have you shown what career opportunities would be available to you if you/when you had to return home given that you have declared you need to care for your parents? Are you aware you may only get an 8 month PGWP which is essentially useless for qualifying for PR. Do you have foreign work experience? In your field? You don’t appear to have done much research if your goal is to remain in Canada longterm which I assume it is. You could easily do a cybersecurity program in India which may actually be a better course. If you have the skills already you could also just get a job in the field. If you’re young and talented and raise your IELTS scores you would likely be able to immigrate to most parts of the world. Order GCMS notes so you can address all the reason for refusal if you chose to reapply. I would also suggest improving your English and retaking IELTS.

1. My parents have invested in multiple real estate options and have couple of properties in their name and mine which is way more than 21k along with some running (emergency) funds to run regular expenses. I am planning to show properties in my name. Will it help to show a notarized letter or will by my parents with mention that I will be successor of their financial assets/ properties??

2. I checked with my University and my IELTs score meets their requirements and hence they provided letter of acceptance. I have this confirmation from university on email.

3. I plan to possibly do one more program certification in order to qualify for 2 year PGWP in total (for 2 program certifications). This will help me to get some foreign experience and apply my gained knowledge and in turn earn some money before I return back to home country. Should I mention about my second program now in my study plan?
As suggested, I will add what type of job opportunities will open up for me back home.

4. My girlfriend (Canadian) is settled here in Canada but didn't wanted to mention that now as it may weaken my application. We wanted to explore future possibilities by keeping both Canada and India options open for us to settle down. I don't want to hide but I was suggested that mentioning it now might not be good for my study permit application.

I have ordered GCMS notes to find out the details but wanted to work on improving my re-application in the meanwhile.

1. IRCC wants to see personal savings available to support your studies in Canada. You can show proof your your property but it will be pretty clear you didn’t purchase it and assume you have been living with your parents not in your property.

2. What the university deems acceptable and what IRCC does can be different. IRCC sees many international students fail in Canada due to language issues.

3. Plan and reality is different. As per website combining time of 2 degrees to get a longer PGWP is not guaranteed.
