I submitted my application on Feb 22, 2022, and they asked me for some document in March and never heard back ever since. The application has never been moved to the next stage. It's still waiting for someone to review and approve the eligibility. Is this normal? if not, we can I do? I have been calling and emailing or web form but nobody answer my call and the web form was just so generic. any advise would be appreciated. Thank you.

Temporary visa holder.
So TRV or visitor visa. If so, you may be inland but it is processed outland. You are showing ties and career advancement to your home country.

Only some people can apply for a study permit from inside Canada. Do any of the situations below describe you, or the person you’re applying for? (required)
You’re currently in Canada and one of these applies:

  • you’re a Ukrainian national or family member of a Ukrainian national
  • you have a valid study or work permit
  • your spouse, common-law partner or parent has a valid study or work permit
  • you’re a minor child in primary or secondary school
  • you’re an exchange student or visiting student
  • you completed a short-term course or study program required to be accepted at a DLI
  • you or your spouse, common-law partner or dependent child has a temporary resident permit (TRP) valid for 6 months or more
  • you’re being sponsored to immigrate and you already applied for permanent residence (if you’re eligible)
  • you or your spouse, common-law partner or dependent child are subject to an unenforceable removal order
  • you’re the spouse, common-law partner or dependent child of:
    • an athlete on a team based in Canada
    • a member of the media
    • a member of the clergy
    • military personnel on duty in Canada or
    • an accredited foreign representative
  • you’re a refugee claimant in Canada or a family member of a refugee claimant in Canada

Sorry, I took it for granted and forgot to mention it. I have been waiting on the way of 4 months. My frd told me that it's unusual.
You are on a visitor visa so your application may be more scrutinized. You need to show how the program and its costs will pay off with a promotion and better paying job in your home country. You need to show education progression too and you had to take a course first to get admission to your program. You couldn’t get into the program directly. Assume it is with a public DLI.

Thanks for the detailed information. Yes, I took a course and finished it successfully before I got admission to the program. I had written a long letter to explain my situation and why I am interested in the new program and will get back to Hong Kong for a better-paying job. I am not sure if the reason is convincing enough but I can do what I can do with my backgound(I graduated from high school in HK).
