why not given one of the questions on the application is the planned start date. Sooner the better as long as you can get a college acceptance now, show funds available and other documentation in place.

Got the offer letter already since last month...just was not sure if we can apply now...

Hi according to my agent we can apply as early as now for January 2017 intake but as for me I'm still waiting for my LOA.

It is the best time for apply because you will got more time to gather documents and if your visa refuse you can reapply and complete your application as they want. so go and start your application as soon as possible.
