for enquiry of paper based study permit applications exceeding the normal processing time, I found the following link to be informative:

under enquiries section one may choose case specific enquiry for applications exceeding normal processing time,which seems logically better option to me rather than using general enquiry email

however, above link is for applications submitted to delhi offc only. for applications submitted to other places one may select the respective place from the following link:
