Study Permit Application - 9 Months still pending in Background Checks- Is there anything I can do?

All the required documents such as previous visas with stamps, previous passports, CV, Recommendation letter, Scholarship certificate, admission letter, Family certificate, transcripts, police certificates, IELTS,
and others were submitted at the time of application.

Does it usually take this long for an application from Pakistan?
What is the maximum time for a study permit application?

What is the maximum time for a study permit application?

Have you done any follow up? Assume it is a PhD program. Reason is you studied in China and background checks can take over a year. This is due to poor Chinese-Canadian relations.

Yes, I did send webforms but most of them got the same generic reply, "We are conducting background investigations, as they are conducted outside the country there is nothing we can do to expedite the process".

Right. You studied in China so it can take a long time to get security/immigration information. Some Chinese students have waited years for completion of background checks.
