Hi

I do not have a PR or CSQ and I am working under a closed work permit in Montreal.
If i apply for Masters/MBA in McGill/Concordia would I be treated as a Resident or as a International student.
It has been 2 years that I have been working under closed work permit.

I want to know because the tution for quebec residents are much lower as compared to that of international student.

Any insight on this would be highly appreciated.

Your work permit footnotes would have answers to your questions. Generally closed work-permits with LMIA exemptions are not allowed for a full-time course in a Canadian institute. You would require a Student Visa, a CAQ to enroll in the course, and you would be considered an international student.

You would need CSQ and PR status to qualify for Quebec resident fees.
You would need PR via EE to qualify for other Canadian fees
