You can, but you would need a visitor visa to accompany him I think.

never heard of West university. Yes unless you come from a visa exempt country you will need a visa.

Off caurse you can you have to apply with him in the study permit he will apply for study permit and you will apply open work permit but he need to have extra 4000$ in his bank account everything is explained in the cic website
