I don’t know what you took out of my post by that! What I meant was, I haven’t seen the word guarantee on CIC’s website. There is no place on CIC’s website where they have guaranteed to process files in 45 days!
People post all sorts of things on forums. If you need clarification, ask OR follow what’s there on cic.gc.ca!
And processing times are just estimates. Some files are complex over others and need more time to be processed.
Moreover, you are worrying too early. You are file is way under processing time!
@k.h.p. you are an expert, please correct if I am wrong.

I have submitted my application as on date 30/04/19 at VFS Center, Jalandhar, India. The rest of the information is as written below:-
1. Date of apply & biometrics:- 30/04/19 (Medical Upfront).
2. Mode of apply:- Paper application.
3. Category- General.
4. Date of Student Acknowledgement letter receipt:- 14/05/19.
5.Second Student Acknowledgement letter receipt:- 28/05/19
Since the same time, when I link my application to an online account, it is showing my application status as "reviewing eligibility and processing background check".
Till now I didn't get any biometric validation letter also, however my boimetrics number & validity is clearly shown on my online account.
Please guide me regarding how much time it will take to process my application?

Validation letter comes right before they make a decision on your file. So far so good!

On May 27th, I got my biometrics correspondence letter and passed the medical test. When can I expect a decision now?

I have applied for Study permit to Canada under general category at VFS, Here is my timeline:
21st May 2019: Applied on paper at Vfs Paris.( France Processing time by then was 2 weeks) with Bio-metrics and upfront Medical.
26th May 2019: Linked my paper application online to check the status.
Can i please know if they start reviewing my application will i get any correspondence letters on my GiC account.
no updates yet, Since the France processing time is 2 weeks I am hoping that i will get the Visa by the end of this week.
