I also have US visa. Many years ago, when I was going for a Canada visit visa, when they saw my US visit visa, they approved my application immediately. So, yes they do give a lot of value to US visa.

Ya! May be for visitor visa of Canada, they make it easier for people having US visa. But on this forum, I came to know about a US citizen waiting for the study permit from last few months. Now this whole thing doesn't apply on study permit.
