Student Visa to PR

Hello, this question is for my brother in law, and I'm not sure if this is the right place to post it. He is an international student here on a student visa in Ontario. He graduates Aug 17 2018 and plans to apply for a PR.

My question is, is he allowed to move to another province to live/work after graduation?

I've heard the rules have changed and you have to be in the same province you studied. I don't think this is true. I tried Googling it but there was no mention of it.

When you're a PR, you can live/work anywhere you want in Canada.

However, he will need a valid work permit to start working after his graduation - Applying for PR is a lengthy process, and while the application is in progress he will not be able to work without a valid permit.

Thanks! I searched on this website, and I think the only place you can't move is Quebec.

Does it matter if they move while in process of applying for PR? Like move to another province after graduation and then apply?

It doesn't matter where you move to during your application process. Just make sure the information on the application remains correct.

As a PR you can move and work in Quebec - they can't and won't prevent you from doing so. However, you're still supposed to apply through the correct program - if CIC suspects you intend to stay in Quebec after obtaining PR (e.g. because you live and work in Quebec) not gained through the QSW program, they may use that as a reason to reject the application.

They will have similar conditions for PNP (Provincial Nomination Program) applicants. If let's say you're selected by Ontario, and they strongly suspect you to settle elsewhere instead (e.g. Alberta), that can be a reason to reject an application as well.
