Student VISA rejected. Why they are not satisfied?? What should i do now?

They rejected my student visa. they gave reason like this -

Pursuant to section 219 of the immigration and Rufugee protection regulation, i am not satisfied that u : have sufficient and available financial resources, without working in canada, to pay the tuition fees for the course or program of studies that you intend to pursue.

this was the reason. my other info are below:

course duration : 1 year
tuition fee : 14000 CAD

i took education loan = 25 lakh = 30487.80 CAD
bank balance showed = 10 lakh = 12195.12 CAD
income (salary+from rent) = 3.1 lakh per month = 3780.48 CAD

I have already paid 1st semester fee in college which is 7500 CAD

now why i got rejected?

As you haven't mentioned anything about GIC, it seems like you haven't opted for it.
So under SPP you should opt for GIC. They would reject your application even if you have CAD $1 million in your account.
