student visa rejected...is it possible to get PR?...in PNP

1. I had applied Canada in Student Visa for September intake in 2017 and got rejected. The course was PG in HRM and all the documents which I had filed was almost all genuine. Currently I am working in senior most position since 9 years.
2. After rejection I am interested to reapply for PR in Atlantic Immigration Pilot Program for eastern Canada and preparing my documents as per requirements, and I am planning to migrate as a Chef. Which is completely different profession than my current one.
3. Now, I am in the stage that consultancy told me that your Job is matched and its time to send some money to employee which after they received it, they will send employement offer and contract.

But now, I am still in doubt regarding some of its process...

a. Is visa granting process is different between Student Visa and such immigration program?
b. Do they go through my previous student visa file? (which is completely different than immigration documents.)
c. Is there any condratiction between my visa processing?

Consultancy is saying that they will not follow your previous documents but I am still in the doubt, if once they will go through my application number which I got already while applying as a student, I am sure I will got rejected again and will be black listed.

1. Yes - it's a different process. The background checks for PR are a lot more thorough.
2. Yes - you should assume CIC may look at your study permit application details when they process your PR application. As long as you were 100% honest in your study permit application and are 100% honest in your PR application - you won't have an issue.
3. I don't understand this question.

Dude...why are you supposed to pay money for the employee to get a job offer? Seems like a scam to me..be alert!!
