You can use the same account, but if you have been refused before you have to mention it and make sure you correct the refusal reasons before you reapply
That means I have to mention in my letter of Explanation, right ? But still I don't see any option how to Re-apply from the same account.. I can see only my old application and that is all. Please advice me
You don't need to make a new account. You have to mention the refusal on the form. If you don't you run the risk of being banned for misrepresentation. They refused me based on that my proposed studies are not reasonable in light of my qualifications, previous studies and my future plans and prospects. but I didn't submit any explanation of my choice.
What were ALL the reasons mentioned. Be specific. What is your education? What was the course you were planning to take? What documents did you submit?
I have Bachelor degree of Physical Education and Sport and I applied For College degree
They refused me :
based on the purpose of your visit
based on that my proposed studies are not reasonable in light of my qualifications, previous studies and my future plans and prospects
I didn't explain anything, I guess so, was suspicious to them and they refused me.
My main concern is to How to Re-apply, should I use the same profile or make another one. If I can apply for the same profile than How to do it ?

All you do is is apply and it asks you to sign in to your account. Simple. You were rightly refused. If you have a bachelors degree, a college degree is not and advancement to your career. If you apply for this course, you will be refused again.
Yes I am aware of it that they can refused me again because they using their logic but I don't have intention to immigrate in canada. My Bachelor degree is in Physical Education and Sport orientation Pedagogy and I applied for college degree Childhood education. That I reached above 93 TOEFL than I would go for MA since I have good GPA. I have 5 years experience working with kids, especially youngest and I want to do it what I like and undouptedly I have perspective in that business. Still I didn't get you Sir how to Re-apply. I can open my account and see my old application but I cannot edit and upload anything ?

If you didn't explain why you wanted to change your career, their logic is correct. ?I assume you didn't include an SOP (statement of purpose) to explain this. You must also make sure you have strong ties to your home country like property, family etc.
