Student visa refusal

Hello,

My student visa was rejected today. I had been living in Canada for five years. From August 2010 until December 2015. I first went to La Salle College in Montreal to complete a two year interior design program then went to Concordia University to study civil engineering. I didn't finish engineering for personal reasons and had to leave Canada abruptly in December 2015 when my student visa expired , therefore I left to the UAE where my sister lives to help sort out these personal issues. A couple of months ago I reapplied for a student visa from the UAE but for a completely different degree; a one year culinary arts vocational program again at La Salle college in Montreal. I have received an acceptance letter from the college and I have proved that I have sufficient funds to complete the program. Culinary arts is a true passion of mine however my refusal letter stated the following:

In making a decision on an application, a number of factors are considered. These may include but are not
limited to:
• whether the person has been accepted to study at a Canadian educational institution;
• the information in the travel and identity documents;
• the person’s ability to pay for the trip, to pay tuition fees and to support himself or herself while in
Canada;
• whether the person is likely to respect the conditions of his or her admission to Canada;
• whether the person is inadmissible to Canada; and
• whether the person would be likely to leave Canada at the end of his/her authorized stay.

other reasons:
I am not satisfied proposed studies are reasonable in light of your academic and/or employment history. I am not satisfied you are a genuine student whose primary purpose is to study.


Please assist me in giving me advice to reapply. I am a motivated student whose intentions are to study culinary arts. How do I tackle this obstacle when reapplying? Please help. Thank you.

I had been living in Canada for five years.

Just my opinion, but that statement pretty much covers one of the biggest reasons for rejection. In 5 years you have taken 2 different programs, and are now proposing a third, unrelated program. My gut feeling is they believe you are using student visa's as a means to "live" in Canada. I suspect you will find it extremely difficult to overcome the refusal if you reapply.

Are you really surprised you've been refused? You didn't complete your last course of study in Canada - which supports the concern that you aren't a serious / genuine student. The course you wanted to take in Canada makes absolutely no sense based on any of your past education. If I was the CIC officer processing your file, I would think you're just trying to find a way to get back to Canada. If you really want to return to Canada, you should return to complete your engineering degree.

Its a clear case of Potential Immigrate. You had good opportunity of 5 yrs to utilize it at your full potential. Once you exit and re-apply for reasons whatsoever, the high commission will not encourage knowing that your intention is to only stay in canada and not be serious about your studies. And Culinary arts is only a Diploma level program in canada and its irrelevant to your background.

Try to study other 2 years of design (interior or graphic).
3 unfinished degrees is not a serious path for officers.
