I had applied twice under SDS category and got rejected with same reason. Now im planning to apply for the third time and would like to get your POV/advice.

Here is my entire profile:
10/12 score: 78% and 71%
IELTS Score: 7.5 ( with no band less than 6)
Degree: Bachelors in Electronics Engineering (4 years) completed Degree in June 2019
Backlogs:
Only 1 and backlog certificate was attached.
Overall Degree score: 7.23 CGPI
Employment Status: Started working in November 2019, still employed.
Canadian College: Lambton College [Received Offer letter in August 2019]
Course: Wireless Network (2years)
Funds: First year fees + GIC + [Bank loan during second application]

Biometrics: January 6, 2020
Medical: January 9, 2020 (Passed)
Decision: January 11, 2020

Second Application: February 15, 2020
Medical: February 21, 2020 (Passed)

I got refused twice with the same reason which i have quoted below;
I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

After my first refusal, I did not file for CAIPS but i added more financial documents and showed more ties to my home country but the result was same. Now i have filed CAIPS and received report. I am quoting it below:
Client has not satisfied me that the course of study is reasonable given the high cost of international study in Canada when weighed against the potential career employment benefits. Educational documents submitted reflect poor scholastic performance and multiple unexplained backlogs, which raises concerns regarding applicant's ability to successfully complete the study program in Canada. On balance, I am not satisfied that the client is a bonafide student who will depart Canada at the end of the period authorized for their stay. Application refused as per R216.

Now, for the third application, i have changed my college to Seneca College with course duration of 1 year. The program i chose is Cyber Security and the reason i chose this course is that it supports my current employment. I have already paid the entire fees for the course and also have GIC, so below are my questions concerning the third application.

1. Is it possible to get a visa after 2 refusals?
2. Officer gave the reason as 'multiple unexplained backlogs' although I only have 1 backlog and backlog certificate was attached. Any reason why would this happen?
3. What more should i add to my file before reapplying?
4. Can someone please share your SOPs or give me advice on SOP for my third application.
5. Anything from your POV on my process would be helpful

1. If you have a bachelor degree you need to apply for the postgraduate program that takes more than a year.
2. It could help very much if you present a letter from your employer that shows they are satisfied with your work and the job is available when you return to your home country. It could help with tie documents.
3. The most important part is your SOP. The officer should be satisfied with your reason and the powerful SOP could change his/her conception. It should be written like a believable story.
4. Your travel history might be important based on The country which you apply.
5. To help with your SOP, you need to answer 8 questions but you need to be creative and hide your answer in a personal story. If you don't know the question, you can google it easily.

I think you should apply for MASTERS Program in University rather than a diploma from college, or at least a 2 year post Baccalaureate diploma from university.
As far as unexplained backlogs are concerned, you should mention in your SOP that you just had 1 backlog and also explain the reason behind that and also that you cleared it under the study program duration.

P.S. The major factor would be applying for university instead of college.
